The following are some COMELEC Resolutions relevant to the BSKE 2023 Elections.

Calendar Of Activities And Periods Of Certain Prohibited Acts In Connection With The October 30, 2023 Synchronized Barangay And Sangguniang Kabataan (SK) Elections

Election Registration Board (ERB) approval or disapproval of applications for registration filed December 2022-January 2023 will be on 6 March 2023.

The last day to post the approved and disapproved applications will be on 11 March 2023. Filing of Certificates of Candidacy will be on 3 to 7 July 2023.

Election period is from 3 July to 14 November 2023.

Campaigning is prohibited from 8 July 2023 to 18 October 2023.

Campaign period is from 19 to 28 October 2023.

Election Day is 30 October 2023 (Monday), from 7 A.M. to 3 P.M.

Last day of filing Statement of Contributions and Expenditures by candidates is on 29 November 2023.

COMELEC Resolution No. 10888

In The Matter Of The Guidelines In The Clustering Of Established Precincts In Connection With The October 30, 2023 Barangay And Sangguniang Kabataan Elections (2023 BSKE)

Every polling place (such as a classroom) must cover a clustered precinct of not more than 800 voters, with not more than 400 Barangay voters and not more than 400 SK voters.

In The Matter Of The Guidelines And Deadline In The Submission Of A Request For Transfer/Change/Correction Of Name/Address Of Voting Center In Connection With The December 5, 2022 Barangay And Sangguniang Kabataan Elections (2022 BSKE), May 12, 2025 National And Local Elections (2025 NLE) And The Succeeding Elections

Majority of affected voters in every precinct of a voting center may file a petition signed by them for transfer of voting center attached to the printed computerized voters list. Political parties may also request such transfer through a Memorandum of Agreement of all registered political parties in the locality. Requests must be submitted to the Election and Barangay Affairs Department of the National COMELEC not later than 31 October 2022 (for the 2022 BSKE) and 30 September 2024 (for the 2025 NLE).

Requests for transfer of voting center of senior citizen and PWD voters assigned in Accessible Polling Places, for creation of separate polling places and accessible voting centers for Indigenous People voters may also be filed with the Vulnerable Sectors Office within the same deadlines.

COMELEC Resolution No. 10804

In The Matter Of The Guidelines In The Clustering Of Established Precincts In Connection With The December 5, 2022 Barangay And Sangguniang Kabataan Elections (2022 BSKE)

The COMELEC directed the Election Officers (EOs) to prepare Project of Precincts (POPs) based on the following: (1) Clustered precinct for barangay voters and SK voters aged 18-30; (2) Separate clustered precinct for SK voters aged 15-17; (3) Maximum of 800 voters per clustered precinct of both Barangay and SK voters aged 18-30; (4) Maximum of 200 voters per clustered precinct of SK voters aged 15-17. EOs mandated to submit to national COMELEC the POPs from 8 to 12 August 2022.

COMELEC Resolution No. 10798

Rules And Regulations On The Resumption Of The System Of Continuing Registration Of Voters For The December 5, 2022 Barangay And Sangguniang Kabataan Elections

Local COMELEC offices accepted applications for voters registration, transfer, reactivation, correction of entries, and change of name from 4 to 23 July 2022.
